Before sending the letter
Compare at least two bills for the same container size, pickup frequency, waste stream, and location. Record the earliest and latest totals, the base service charge, and each separately named fee. Note any extra pickup, contamination, overage, or service change that could explain a one-time difference.

Ask the provider to explain and document the numbers. Avoid alleging fraud, illegality, or a guaranteed refund based only on an invoice pattern. Contract terms, notices, service events, taxes, and local rules can affect the answer.
What to save
- The bills used for the comparison.
- The agreement and later amendments or notices.
- The sent letter and every written response.
- Any quoted replacement rate and its service assumptions.
